warum
Am Ende der Phase kommt eine nominierte Idee per Los hinein und die übrigen nach Zahl der Nominierungen, höchstens eine pro Interessengruppe. Ein Modell prüft nur, ob die Seite dasselbe Thema behandelt — nie, ob sie die Behauptung beweist. Dieses Urteil liegt beim Raum, und eine Nominierung, hinter der sonst niemand steht, bekommt keinen Platz.
