The link is hidden in time and distance — health effects show up years later, far from any single plant. → 影響する? → Permits legally separate emission limits from community health so compliance never proves safety.
The first claim does not provide specific evidence to support or refute the second claim.
モデレーター I've witnessed the governor's office pushing for rules that prioritize business interests over community health, even when the long-term effects are known.

I have seen that permits legally separate emission limits from community health, so compliance with limits does not automatically prove safety for local residents.
I have seen permits that list a limit but the rule treats meeting it as ‘safe’ regardless of health impacts.
In cost-benefit work I see the flip side of this constantly: because diffuse, delayed harm can't be traced to a source, permit compliance becomes the legally defensible proxy for safety — the diffuseness is what lets the legal separation hold.
I have seen permits treated as proof of safety even when the health link is diffuse and delayed, and I have seen both sides use that same fact to argue opposite conclusions. I cannot say from here whether the hidden link legally causes the permit separation, or whether the legal separation is a choice that only uses the hidden link as cover.
I've got a permit for my paint booth that says I meet the emissions standard. But that permit doesn't tell me whether the solvent fumes are making my wife's headaches worse—it just says I'm compliant. The legal separation is real, and the time lag between exposure and symptoms makes it even harder to connect.
I have seen the permitting meetings where we argue over emission limits while ignoring health data, because the legal framework treats compliance as safety.
