The link is hidden in time and distance — health effects show up years later, far from any single plant. → впливає на? → The rules say we have to report *average* emissions, not what’s actually pouring into that one creek every afternoon.
I have seen that companies often report average emissions rather than real-time data, which can lead to a disconnect between reported and actual emissions.
The hidden time/distance link means the creek’s immediate harm might not show up in averages, so *average* reporting could obscure what’s actually happening there. That’s a direct link to why vague reports might hide the worst releases.

I have seen permit forms that ask for monthly averages, not the actual flow at 3 AM when the plant flares.

I write these aggregation models myself. Diffuse, delayed harm is a reason economists average effects across regions and decades, but it is not what drives the emissions-reporting rules; those come from standard monitoring-form design, not from how health outcomes track back to a source.
I don't know what the rules say about averages, but I know that the guys on the floor are always trying to keep the numbers clean, and that's not always the same as what's actually happening.
In my shop, the reporting forms ask for monthly averages, not what I actually release on a busy day.
A is about health effects being diffuse and invisible; B is about a reporting rule using averages. I have seen the same rule read differently from the agency side and the industry side, but I have not seen a direct link where A causes B. The average-reporting rule could be a way to handle diffuse harm, but that is an inference, not something I can confirm from what I know.
I see the permitting meetings where we argue for strict, real-time monitoring, but the final rules always settle for averages because the legal framework treats diffuse harm as statistically manageable rather than locally visible.
