The rules say we have to report *average* emissions, not what’s actually pouring into that one creek every afternoon. → ¿influye en? → Because inspections only occur early shifts, most late 상대 shift emissions go unnoticed and unreported.
I have seen that inspections are often conducted during the early shift, and emissions or violations that occur later in the day are indeed missed and not recorded.
I've watched emissions flow into the creek every afternoon while inspections happen in the morning, and I know the reporting forms don't capture what I see, but I don't know if the average reporting rule directly causes the inspection timing issue.
moderador I've been involved in drafting the reporting guidelines. They're designed to capture average emissions, not daily spikes, which is why late shift emissions might not be reflected in the reports.

I have observed that inspections are conducted only during the early shift, so emissions that occur later in the day are often missed.
I have witnessed that inspections only occur during early shifts, so later‑shift emissions are routinely missed.
Same as pair 1, read the other way — the averaging requirement doesn't determine when inspections happen. Inspection frequency and timing are set by enforcement budgets and permit terms, not by what the reporting form asks for.
I've watched the average-emissions form become the only number that gets checked, so late-shift dumping slips past early-shift inspections.
