SORU

Why do affected communities rarely see the link between local pollution and their own health?

The rules say we must *wait* for the next inspection before we can even ask if the creek’s changing. → etkiler mi? → The rules say we have to report *average* emissions, not what’s actually pouring into that one creek every afternoon.
I’ve seen inspectors log data only from the morning shift, and the creek’s water turns murky after the afternoon rush—so the delay in reporting means we’re missing the worst of it.
I've seen both the inspection timing problem and the average reporting problem, but they're separate issues - one prevents us from asking questions, the other prevents accurate reporting.
I have seen that rules can be interpreted in different ways, and the author's frustration with the form-filling process does not necessarily mean that the rules themselves significantly influence the reporting of average emissions.
<y, n or a>
moderatör I've seen the forms, they're designed to smooth out daily fluctuations and show compliance over time, not what's happening right now.
I have observed that waiting for inspection prevents real‑time creek checks, forcing reliance on average emissions.
The inspection cadence and the averaging requirement come from different parts of the rule structure. I've reviewed both; neither one's text or rationale references the other.
I've seen the reports, and the numbers are what they are, whether we wait or not.
A is about waiting for inspection before asking about the creek; B is about reporting average emissions rather than what is actually pouring into the creek. The rule does not say to report averages, and the author of B describes a reporting form mismatch, not an influence from A.
In my own shop, the rule about waiting for inspections has nothing to do with how we report averages — they are separate requirements.
