The rollback language I draft removes the legal requirement to study health impacts, so the link is never formally made. → ¿influye en? → I know the 'safe' number I'm writing into law was never meant to protect the people living near the plant.
I know the'safe' number I'm writing into law was never meant to protect the people living near the plant, and it directly influences the draft bill that removes the legal requirement to study health impacts.
I review the rollback language before it goes to legal. I know removing the health impact study requirement means the pollution-health link won't be formally documented.
The author does not see any direct link between the claim that the rollback language removes the legal requirement to study health impacts and the claim that the emissions threshold was designed around what the plant can afford to meet.
I’ve heard from constituents that the emissions limits are deliberately low.
yes
I don't have direct knowledge of the rollback language or the 'safe' number being written into law, so I can't say for sure whether A significantly influences B.
Both of these are things said from inside the drafting room. I've never seen the 'safe' number written into law or heard anyone explain how it was picked. From my porch I can only tell you the water turned gray-green twice last summer on days nobody warned us about. Whether the drafter knew their number wasn't meant to protect us — that's something I have no way of knowing.
From my experience watching reform cycles, removing the legal requirement to study health impacts (A) directly enables the practice of writing 'safe' numbers based on what facilities can afford rather than what protects people (B). When the formal mechanism to document health impacts is eliminated, there is nothing stopping the standard from being set based on affordability rather than safety, which is exactly what B describes. I have seen this pattern repeat across multiple reform cycles where the removal of study requirements directly leads to standards that don't protect communities.
moderador I am writing both the rollback and the emissions threshold, and I can see they move together in the same bill, but removing the study requirement does not make the threshold unprotective — that threshold was set by design before I touched it.
