Clusters help people read the wall and vote across themes. Five stickers each, in silence. Then the two findings bite: the loudest idea wins, and the true cause got no votes.

After voting, “Customs forms are filled by the wrong desk” has no stickers. A dispatcher says the customs office’s own returns prove it. What happens?
