I see firsthand the trade-offs between spending on ramps versus running buses. If buses were consistently on time, it might alleviate the need to choose between these investments, but this is speculative from my perspective.
I don't know how the ramp requests are handled if the buses were on time. It's not something I've seen.
I have never been asked for a supervisor's sign-off for anything by a driver at 5am — the ramp is either down or it isn't; on-time buses have nothing to do with who approves a ramp.
Complaints about bus punctuality affecting resource choices and about ramp approval procedures come from different sources and are not connected in the logs.
