LA QUESTION

What would be true of a public transport system that served its most vulnerable users well?

Buses would arrive on time, so I don't have to choose between spending on ramps or buses. → influence ? → A passenger who didn't book a ramp still gets met at the platform, not turned away.
I don't know what causes the staffing shortages, so I can't say if reliable buses would help.
From the complaints I process, bus delay issues and ramp booking problems come from different passengers and contexts; none suggest that on-time buses would change ramp booking requirements.
I see passengers every day who need a ramp and were never booked. Buses being on time doesn't put a ramp at the platform for someone who isn't in the system.
